Osborne Clarke advised the Municipality of Rozzano in the ambit of the project financing for the extension, requalification and management of the Municipality’s district heating system, and the concession for the services of management, maintenance, efficiency and energy requalification of the publically-owned electricity plants.
The firm advised the Municipality from the definition of the agreements with ALER Milano, owner of part of the pipeline infrastructure, functional for the creation of an integrated procedure for the entire district heating network, and in the subsequent stage of verification and analysis of the proposed PPP project financing, presented pursuant to art. 183, parag. 15 of legislative decree no. 50/2006, as well as the public tender procedure held at European level.
This is one of the most important procedures relating to district heating systems that has been completed on the Southern European market.
Osborne Clarke’s team was composed of partner Giorgio Lezzi (Head of the Public law and Infrastructure Services department in Italy), with associate Angelo Maria Quintieri and trainee Giulia Bonzini.
At the completion of the procedure, the district heating service and all maintenance, efficiency and energy requalification services were awarded to the temporary joint venture between ANTAS S.p.A. (agent) and Energy System S.r.l. (principal), promoter of the tender procedure and assisted, from the presentation of the project financing proposal, by Cappelli RCCD.
