Infrastrutture Recupero Energia Agenzia Regionale Ligure - I.R.E. S.p.A., the in house company of the Liguria Region resulting from the merger of three regional companies (Agenzia Regionale per l’Energia S.p.A., operating in the energy planning and certification sector as well as with regard to European projects, Agenzia Regionale per il Recupero Edilizio S.p.A., operating in the sector of urban and building requalification, social housing and public property, and Infrastrutture Liguria S.r.l., operating in the areas of infrastructure, health sector buildings and environmental requalification) has appointed Osborne Clarke to advise it on administrative law matters relating to the organisation and management of the public tender procedure for the construction of the new hospital in La Spezia (Liguria).
Osborne Clarke’s team is led by partner Giorgio Lezzi, head of the public law departments and Head of Infrastructure services together with Angelo Maria Quintieri, Federica Fischetti, Sabrina Maiello and Giulia Bonzini.
The work involves the identification of the most effective public procedure to be used in awarding the relevant public contract, with consideration of the various possible procedures applicable with reference to the various forms of PPP, as well as the subsequent preparation of all tender procedure documentation aimed at awarding the contract for the construction and management of the new hospital structure.
The initiative, of huge strategic importance for the territory and the entire health system in Liguria, provides for the collaboration between IRE S.p.A., Regione Liguria, Finanziaria Ligure per lo Sviluppo Economico - FI.L.S.E. S.p.A. and the local health authority.
